Stimulus Funds: Available Funding Opportunities

Consolidated Appropriations Act (CRRSA)
In response to the COVID-19 pandemic, the US Federal Government passed the $900B Consolidated Appropriations Act (CRRSA) Stimulus Bill in December 2020, providing over $140B in emergency funding to public sector, transportation, and healthcare agencies. Eligible uses of these funds include addressing digital equity/ digital divide, enabling hybrid/ remote work environments, and upgrading facility networks and infrastructure in order to meet new post-pandemic requirements.
American Rescue Plan Act (ARPA)
As the COVID-19 pandemic continued into 2021, the US Federal Government passed another monumental wave of emergency funding via the $1.9T American Rescue Plan Act (ARPA). In addition to providing primary and higher education institutions, healthcare, and transportation agencies over $267B in new stimulus funding, another $350B was allocated to State and Local Government via the Coronavirus State and Local Fiscal Recovery Funds. The Federal Government has issued broad guidance for how State and Local Governments can use this aid for a variety of technology needs, including:
- Covering expenses, such as data and technology infrastructure improvements, to improve the design and execution of public health programs, as well as the administration and effectiveness of economic relief programs.
- Covering expenses related to delivering government services, including cybersecurity modernization.
- Paying for cybersecurity tools to protect water and sewer infrastructure.
- Includes $30.5 billion in federal funding to support the nation’s public transportation systems as they continue to respond to the COVID-19 pandemic
Infrastructure Investment and Jobs Act (IIJA)
On November 15, 2021 President Biden signed into law the Infrastructure Investment and Jobs Act (IIJA), H.R.3684. This legislation represents a$1.2 trillion investment in addressing the nation’s aging infrastructure needs, especially over the next 5 years in the areas of broadband, water, energy, and IT systems. This money is not tied to a global emergency therefore the funding and subsequent funding programs will be rolled out gradually through 2022 and 2023.
Broadband Equity, Access, and Deployment Program (BEADP)
The BEAD Program is a $42.5 billion grant program designed to bridge the digital divide in rural areas and in states that consistently rank below others in broadband access. This is a brand new grant program developed out of the IIJA, which passed on November 15, 2021. Eligible uses for BEADP funds include:
- Unserved service projects (80% of locations in the proposal area lack access to reliable 25Mbps/3Mbps)
- Underserved service projects (80% of locations in the proposal area lack access to reliable 100Mbps/20Mbps service)
- Community anchor institutions (“CAIs”), such as schools, libraries, and hospitals, lacking access to 1Gbps service
- Data collection and broadband mapping
- Installing internet and Wi-Fi infrastructure or providing reduced-cost broadband within a multifamily residential building and
- Affordability, including for internet-capable devices
