City of St. Louis Expands Digital Equity with Free Community Wi-Fi
The City of St. Louis launched a major digital equity initiative to expand internet access across historically underserved communities. As part of a broader effort to improve connectivity, affordability, and digital literacy, the city deployed free public Wi-Fi throughout parks, community corridors, and public gathering spaces.
Working with SmartWAVE and powered by RUCKUS networking solutions, the city built a resilient wireless network utilizing existing municipal fiber infrastructure while extending connectivity into additional locations where needed. The initiative is helping residents access education, employment resources, public services, and online connectivity while creating a foundation for future community development.

The City of St. Louis set out to address persistent connectivity gaps impacting residents across underserved neighborhoods. Through a citywide public Wi-Fi initiative, leaders sought to expand access to digital resources while maximizing existing municipal technology investments.
Partnering with SmartWAVE and leveraging RUCKUS outdoor wireless technology, the city deployed a scalable community Wi-Fi network spanning parks, the Martin Luther King corridor, and downtown St. Louis. The initiative has connected thousands of residents and visitors while establishing a foundation for future expansion.

The challenge: Bridging the Digital Divide Across St. Louis Communities
A citywide digital inclusion study revealed that many St. Louis residents continued to face challenges related to internet access, affordability, and digital literacy. Community engagement efforts identified connectivity as a critical need, particularly in neighborhoods that had experienced decades of disinvestment and economic inequity.
City leaders wanted more than a standalone public Wi-Fi deployment. They sought a solution that would support digital equity goals while building on existing municipal investments and creating long-term value for residents.
The challenge extended beyond technology. Delivering connectivity across public spaces required coordination among multiple city departments, public agencies, schools, and community stakeholders. The city also needed a solution capable of operating reliably in outdoor environments while supporting future expansion plans.
The Solution: Building a Community Wi-Fi Network on City-Owned Infrastructure
The City of St. Louis partnered with SmartWAVE to design and deploy a citywide community Wi-Fi initiative powered by RUCKUS T750 and T670 outdoor access points. Rather than creating a separate network infrastructure, the solution leveraged the city's existing municipal fiber network while extending connectivity into additional locations where required.
The initial deployment included eight parks, the Martin Luther King corridor, and downtown St. Louis, strategically selected to support communities where improved digital access could create the greatest impact. RUCKUS SmartMesh technology and the SmartWAVE Controller provided the coverage, reliability, and simplified management needed to support outdoor public environments while delivering a seamless user experience.
By using RUCKUS SmartMesh where power was already available, the city avoided additional conduit and cabling work in select locations, reducing contractor-related deployment costs by an estimated $5,000 to $10,000 per location. Beyond public internet access, the project established a scalable platform for future expansion, allowing the city to continue advancing its digital equity goals while building upon existing technology investments.
“We wanted a solution that could support our digital equity initiatives while strengthening the city's technology infrastructure. RUCKUS provided a scalable platform that allowed us to expand community connectivity without compromising performance or reliability.”

Key results: A Stronger Foundation for Digital Inclusion
The City of St. Louis quickly demonstrated strong adoption and community engagement through its public Wi-Fi initiative. More than 14,500 community Wi-Fi connections have been recorded across parks, community corridors, and public gathering spaces, validating the need for accessible internet connectivity in underserved areas. By providing reliable public access to online resources, the initiative helps residents connect to educational opportunities, employment resources, government services, healthcare information, and digital tools that are increasingly essential for daily life.
The project also demonstrated the value of maximizing existing municipal investments. By leveraging and extending city-owned fiber infrastructure and using RUCKUS SmartMesh in locations where power was available, St. Louis avoided additional Ethernet cabling and conduit work in select areas, saving an estimated $5,000 to $10,000 per location based on contractor rates. The outdoor network has continued operating through extreme seasonal conditions, including temperatures as low as -25°F, with no weather-related outages attributed to freezing cold or intense heat. During a tornado event at one of the connected parks, the infrastructure sustained no damage and returned to service once power was restored.
The success of the initial deployment paved the way for Phase 2, which extended connectivity to nine additional parks and public spaces throughout the city. Managed through the SmartWAVE virtual SmartZone controller and supported by RUCKUS Analytics, the network gives the city and SmartWAVE greater visibility into community Wi-Fi usage and performance as the deployment scales. Together, these outcomes demonstrate how strategic investments in community Wi-Fi can support digital equity goals while strengthening the technology infrastructure that cities rely on to serve residents.
Key results include:
- 14,500+ community Wi-Fi connections recorded, demonstrating strong community adoption and ongoing demand for accessible public internet access.
- 10 public spaces connected, extending reliable connectivity into areas where residents gather, learn, work, and access community resources.
- Weather-resilient outdoor performance, with the network continuing to operate through extreme cold down to -25°F and intense heat without weather-related outages.
- $5,000 to $10,000 estimated savings per SmartMesh location, helping reduce contractor costs by avoiding additional Ethernet cabling and conduit work where power was already available.
- Zero infrastructure loss following a tornado event, demonstrating durable outdoor deployment and reducing the risk of costly equipment replacement and extended downtime.
- Phase 2 approved to expand connectivity to nine additional parks, validating the success of the initial deployment and establishing a path for broader community impact.
